General provisions:
Drone flights over the grounds of a heritage site managed by the National Heritage Institute (NPÚ) are prohibited without prior written authorization (hereinafter referred to as the “Authorization”).
This prohibition arises from the exercise of the State’s ownership rights and from obligations under the Act on State Heritage Preservation. Its purpose is, in particular, to protect cultural heritage sites from the risk of damage, to ensure the safety of visitors, and to prevent uncontrolled simultaneous drone flights which, given the complex layout of historic sites and limited safety distances, could pose a real risk to buildings and visitors.
A drone is understood to mean any remotely controlled unmanned aircraft, including those that do not require registration with the Civil Aviation Authority of the Czech Republic.
Authorization to fly over the grounds of a heritage site managed by the NPÚ may be granted upon request by the site administrator (castellan) or by the Director of the NPÚ’s regional heritage administration.
The Authorization may be granted for a maximum period of one month and is always assessed with regard to the specific circumstances, the nature of the heritage site, and the extent of potential risks.
How to apply for Authorization:

The drone operator must submit a written request in advance to the site administration for Authorization to conduct a drone flight.

Before the written Authorization is granted, the operator must provide:

proof of completed flight competence/training (A1/A3, A2),
- proof of valid insurance coverage for the duration of the flight.

After obtaining the Authorization, the pilot of the unmanned aircraft system must report to the relevant heritage site on the day of the flight and, prior to commencing the flight, obtain verbal confirmation that the flight may proceed.

If the drone operator intends to record video or take photographs and use the resulting material for commercial purposes, they must additionally conclude a “Agreement on Consent to Filming by Means of an Unmanned Aircraft” as part of the Authorization process for operating the unmanned aircraft system. The fee agreed in the contract must be paid before take-off.
UNAUTHORIZED FLIGHTS OVER THE GROUNDS OF A HERITAGE SITE MANAGED BY THE NPÚ WILL BE IMMEDIATELY REPORTED TO THE POLICE OF THE CZECH REPUBLIC!
